​​​​​​​       Army’s $5B+ Design-Build MATOC is                      Coming – Here’s How to Prepare

The Department of the Army, through Army Contracting Command – Rock Island (ACC-RI), is preparing to release a $5 billion Multiple Award Task Order Contract (MATOC) to support design-build, construction, and commissioning requirements across seven Government-Owned, Contractor-Operated (GOCO) Army Ammunition Plants. This 5-year IDIQ contract will be awarded using the Highest Technically Rated Offeror (HTRO) approach, with awards going to all qualified firms that meet the Minimum Technical Threshold Rating (MTTR) of 15,360 points.

The scope includes complex modernization and infrastructure upgrade projects at sites including Holston, Iowa, Lake City, Milan, Scranton, Radford, and Quad City Cartridge Case facilities. NAICS Code is 236210 – Industrial Building Construction, with no small business set-aside, though subcontracting goals apply.

RFP release is anticipated in December 2025, with awards expected by July 2027. Task orders may reach up to $700M each, covering a mix of architectural, engineering, procurement, construction, and full commissioning services.
