When it comes to basement waterproofing design, how confident are you when it comes to the consideration of hydrocarbons or volatile organic compounds (VOC's)?!?

The risks of some VOCs impacting the health of occupants is something that is well documented, but not all hydrocarbons are VOCs.  When VOC protection is required it is not just simply a case of testing  a membrane for the compounds listed in CIRIA C748. 

Thankfully, there are well established processes and methods for risk assessment of VOCs and hydrocarbons which can & should be used as part of the remediation design process. But what exactly are these processes? What should professionals be considering when waterproofing and coming across hydrocarbons and VOCs? In addition, where exactly do we get the appropriate advice/understanding to make a basement or below-ground space safe from these dangers?
