DHS TACTICS Opportunity
Are You Ready to Compete for
a Piece of a $3.49 Billion Contract Vehicle?
The Department of Homeland Security’s draft TACTICS RFP (70RTAC26R00000006) outlines a best-in-class, multiple-award, multi-agency IDIQ with a potential $3.49 billion ceiling and up to 30 awards. The vehicle will support tactical communications and technical investigative requirements across DHS and other authorized federal agencies.
TACTICS includes two Technical Categories: TC1 – Equipment covering communications, surveillance, satellite, sensor, and related tactical technologies; and TC2 – Services covering engineering, TechOps, operations and sustainment, radio services, and technical support. Applicable NAICS codes are 334220 for TC1 and 541330 for TC2, with small-business reserves included in the competition.
DHS plans a two-phase advisory down-select. Phase 1 evaluates Demonstrated Prior Experience, while Phase 2 evaluates Technical Capability and Price. Awards will use a Highest Technically Rated with a Fair and Reasonable Price approach, with prior experience more important than technical capability. Phase 1 and Phase 2 proposal deadlines are currently TBD.
